Let me tell you few things Mrs Gandhi was a great ruler. Her period can be devided into three phase.
1st phase was pre-emergency that was an excellent one. Everything went good.
- Indira Gandhi became the one voice in Congress in 1969
- Nationalised the banks because politics and national economics demanded it (1969)
- Entered into the treaty with the USSR because the international situation required it (1971)
- Split Pakistan because it had to be split (1971)
- Restored the fortunes of the Congress in the States (1972) after the electoral debacle of 1967.
Everything was going on well then the period between 1973 and 1975 was a terrible one for rulers the world over, that is where Smt Indira Gandhi failed a bit.
- There was the first oil price shock and the drought/inflation (1973).
- The political agitation against high prices turned into one against her. However, one can quite plausibly argue that these are normal in politics and that too much should not be made of such things.
In an imperceptible and insidious way, the centre of power shifted from her to Sanjay. There is enough documentation of this in the memoirs of civil servants of the period, as also in the files.
What everyone informally knew in Delhi was formalised on June 26, 1975 when Indira Gandhi ended democracy in India by declaring a state of internal Emergency because a High Court had held her guilty of electoral malpractice. It was Sanjay who instigated her, aided and abetted by a few others in the party. During the next two years, she began an attack on democratic institutions whose effects are still being felt.
During this period she had lot of trouble due to the movement launched Gandhian politician Jayaprakash Narayan she had lot of problems in running the government. As a matter of fact, the corruption was seen on the surface and Smt Indira Gandhi had realized that. the close aids of Indira Gandhi argue that due to pressure of opposition and corrupt bureaucrats Smt. Indira Gandhi was failing to run the government and cure that, Smt. Indira Gandhi decided to impose emergency in India. One thing is clearly evident that this was the era that resulted in massive corruption in India. No one that deny that during emergency Smt Gandhi acted no less than a dictator and most of the opposition leaders suffered but no one and deny that corruption during that period was cured.
After emergency Congress got a big setback in elections as expected, but it was proved in next elections that Smt Indira Gandhi was right as opposition failed drastically in between 1977 and 1980 and Congress got back to power in 1980 in the leadership of Smt Indira Gandhi.
And then comes the last phase of Smt Gandhi that was engaged in the terrorism in Punjab. Many blame her for operation Blue Star but for me, a person of her caliber can only have courage to take such decision. According to me if terrorists are hiding any where they should be killed, may it be in Hindu pilgrimage, Muslim, Sikh or Cristian pilgrimage, and we as citizen of this great nation should support that. May she had time after 1971 and would not have got engaged in internal political problems I have faith that she would have resolved all the issues with Pakistan included PoK, and Pakistan might have been in several peaces.
I do not consider emergency as right solution for any problem, I do not support emergency in any nation. But I look at Smt. Indira Gandhi’s entire life and excuse her for this 18 months.

    A state of emergency is a governmental declaration that may suspend certain normal functions of government, alert citizens to alter their normal behaviors, or order government agencies to implement emergency preparedness plans. It can also be used as a rationale for suspending civil liberties. Such declarations usually come during periods of civil disorder.
    In some countries, the state of emergency and its effects on civil liberties and governmental procedure are regulated by the constitution, or a law that limits the powers that may be invoked or rights that may be suspended during an emergency. In Denmark, the police chief in a district can impose a zone in which people can be body searched without a specific suspicion. Such an order must be issued in writing, published, and imposed for a limited period.
    Declaring Emergency is not new to india. In India, an external state of emergency was declared three times during wars:
    In 1962 Sino-Indian War
    In 1965 Indo-Pakistani War of 1965
    In 1971 Indo-Pakistani War of 1971
    Around the world, most countries declared a state of emergency on different periods on different reasons. In the United States, there are several methods for government response to emergency situations. A state governor or local mayor may declare a state of emergency within his powers.The last time that a state of emergency occurred in the UK was in 1974, when Prime Minister Edward Heath invoked it in response to increasing industrial action.
    Slovakia was in a state of emergency due to natural gas supply shortage during January 2009.
    All people generally felt that the emergency brought good only. Everything was under control. People used to say that if they wanted anything to be done in government offices, they were getting it done without any problem. The feeling of the general public was good.. people thought the Emergency was a good thing. News from other states did not reach here. People went about their work, occasionally commenting about the Emergency. Nobody felt stifled. In fact, most people were happy that things were actually working.
    Pensioners got their papers, which had been pending for years, water supply improved, the frequent power cuts had been done away with, roads were re-laid properly.
    One should not come to a conclusion that this answer supports the emergency. But, many good things happened.
    In 1975, the Opposition parties and social activists staged regular demonstrations against the Indira Gandhi-led Central government over rising inflation, the poor state of economy and unchecked corruption. The same year, a ruling of Allahabad High Court that Indira Gandhi had used illegal practices during the last election helped in adding fuel to the existing political fire. The verdict ordered her to vacate her seat, immediately. The agitation and anger of the people intensified. Realizing the consequences, on 26 June, 1975, Indira Gandhi declared “an emergency, due to the turbulent political situation in the country”.

  2. In 1975 Allahabad high court given verdict that the election of sitting Prime Minister is not valid and she was barred from contesting in Election for next six years.
    This is the main reason for declaring Emergency to secure her ruling till 1977.
